Description

An-Najah National University aims to attract highly qualified scientific and administrative personnel to fill its vacant positions, reflecting its commitment to advancing the university’s development and enhancing its capacities in education, research, and community service. This specific role provides day-to-day financial management responsibilities for the project titled "Establishment of the Palestinian Institute of Human Rights and International Humanitarian Law," supporting the Project Director and Program Coordinators in managing the grant .

Fixed-term, part-time, for the duration of the project.

Duties and Responsibilities:

  • Review and verify project payment requests and supporting documents to ensure compliance with EU financial policies and procedures and obtain necessary approvals.
  • Ensure adherence to policies and procedures before approving vouchers.
  • Review financial reports, verify amounts recorded, approve reports and requested transfer amounts, and forward documents to the PCU director for final approval.
  • Coordinate closely with the PCU director and program coordinators.
  • Prepare monthly bank reconciliations and ensure alignment with system account balances.
  • Maintain an organized and proper financial filing system for all project documents.
  • Collaborate with the Administration and Finance departments, as well as An-Najah’s Accountant, to ensure timely supplier payments, financial planning, and procurement information exchange.
  • Prepare and submit relevant reports, particularly financial reports, to the PCU and donors.

Occasional Duties:

  • Participate in project workshops as required.
  •  Assist in audit requirements.
  • Support other duties as requested by the PCU director.
  •  Close files at year-end and open new files for the subsequent year.

Required Qualifications:

  • Minimum Bachelor’s degree in Accounting.
  • Minimum of 10 years’ experience in accounting for grants and projects funded by the EU, preferably with NGOs.
  • Familiarity with EU regulations.
  • Proficiency in managing finance and administrative issues.
  • Strong skills in Microsoft Office and accounting software programs.
  • Excellent communication, teamwork, and team-building skills.
  • Proven ability to work effectively under pressure.
  • Strong computing skills, including Internet use.
